Because a playeron waivers stays there for 24 hours and may be claimed by another team. If no one claims him he's in the minors.

Yeah, it's why I did it before the offseason, aka before the draft. And it does not matter as when the offseason is over, his cap # will be gone. So I can go to 66 million (10% over the cap) and then be under by October 1st.
